An atheist might answer:
Another perspective is that people enshrine their moral codes in their
religion, as a way to give them both institutional permanence and
supposedly, divine, therefore, unquestionable authority. The fiction
is useful.
But it should be noted that people have enshrined in religion such
moral rules as allow slavery and command the killing of non-believers;
etc.
Of course, such an atheist would only be mouthing words fed to him by
Satan, and should be stoned. ;-)
