Children born to parents who have been sealed in the temple are
referred to as Children of the Covenant or as being born Under the
Covenant, because their parents have not only made a covenant with
each other but with Heavenly Father.

The Undergarments worn by many adult members of the LDS Church,
commonly simply called Garments, are worn only after a person has
received their own endowment and made those covenants. Being born
Under the Covenant does not mean parents make those covenants for
their children
