It is indeed a mystery.  The LDS church expressed "profound regret" 
for Mountain Meadows, but only an "apology" for the desecration of the 
shrine.

Perhaps more profound offenses call for a more profound expression.

Or perhaps any distinction between an apology and an expression of 
profound regret depends mainly on whether one chooses to spin 
clockwise or counterclockwise.
