There was no confusion, pretty much everybody, member or non-member,
knew exactly what it meant.  If you were around and old enough to be
aware of current events a few years previous to that proclamation you
knew very well that the issue was Blacks and only Blacks having the
priesthood.  Saying that all worthy male members could be priesthood
holders was very well understood at the time.
