You seem to think that POIEW implies "completely do", but PRASSW
'practice'. But
if this is so, then why does he use each verb with each of 'sin' and 'do
good'?
Recall:

OU GAR hO QELW POIW AGAQON, ALL' hO OU QELW KAKON TOUTO PRASSW (rom 7:19)

but
O GAR KATERGAZOMAI OU GINWSKW OU GAR O QELW TOUTO PRASSW, ALL' O MISW
TOUTO POIW
(rom 7:15)

So we have PRASSW used in 7:19 to refer to doing evil, but the same doing
evil
is mentioned with POIEW in 7:15. Likewise, PRASSW is used in 7:15 to refer
to
doing good, but in 7:19 for doing evil.

I find this observation hard to reconcile with your distinction between
PRASSW
and POIEW.
