The comment below is something I sent to the Police Association of
Victoria,
related to having on Sunday 28 October 2001, protested upon the occasion
of
an assemblage of uniformed Police, gathering in relation to a pay dispute.
The preliminary copy of my Kabbalistic model given to a commissioned
officer
on that occasion was the September 2001 Calendar GRAPPLE HOMOIOTIC
NOUMENON
OVERLAY.  I have provided the September 2007 calendar to them to remind
the
Victoria Police that there is a rational and reasonable basis to my
proposal:

I had op****tunity to test the Victoria Police Force's attitudes and
perceptions in relation to their Constitutional obligations for an ethical
use of force as responsive duty to state on the occasion of the Victoria
Police picnic held in the Treasury Gardens on 28 October 2001. The event,
as
the congregation within the public sphere of a large number of uniformed
police was as quasi-industrial action, the culmination of a lengthy wage
claim. It was unique to the extent, that historically as a result of a
former police strike, the Victorian Parliament had imposed restrictions
upon
the Victoria Police as to the nature of industrial action, which the
Institution may lawfully pursue.

Given, that the Victoria Police might be sensitive about transgressing the
boundary of such lawful action, I encircled the growing m***** of
uniformed
police, in a triangular fa****on for about a 1/2-hour in my R.M. Williams
oil-proofed, wet weather coat¡ªThey stood by largely motionless and
occasionally enquired from whence I come or who I was.

I loudly recited my ¡®public prayer¡¯, as metathetic prose which had been
modified for that specific purpose from a similar 4 July 2001 protest
against the Insurer:

At the conclusion of which, I gave a senior uniformed member a preliminary
copy of my Kabbalistic model. Upon my departure from the Treasury Gardens,
a
mid-thirties Caucasian male who was sitting on a park bench with an older
woman, asked me, ¡°What do you hope to accomplish by such action?¡±

I responded that, from my experience because they are habitually late. And
due to half the group having been subject to the experience for up to 1/2
hour and others have not¡ªHow then will they be able to arrive at any
consensus of agreement.

I later read in the newspaper, that a protest by a group of two called
Freedom International, ¡°had invited people to join them for a **** picnic
in
Treasury Gardens as part of their protest against the state¡¯s ****ity
laws,
which mostly deem public ****dness to be offensive behavior. ¡®****ity is
harmless, yet is a crime in Victoria.¡¯ said the protest organizer Mr.
Pitman. Only metres away from the picnic, dozens of police were heading
home
after attending a union rally. Yet, not even they appeared interested. No

That the police pay-rise can best be sustained by a technological
innovation
within respect to mapping the organisation's ENNEAD foundational
principles
{viz. the principles adopted by British Police in 1829 for Law
Enforcement}
to the GRAPPLE HOMOIOTIC NOUMENON AS THE NATURAL/COMMON [LAW] PARADIGM OF
MIND BY WHICH PRINCIPLES SUCH AS #237 - USE OF FORCE CAN BE MEASURED,
DYNAMIC NATURAL ASSOCIATORS (DNA) CAN BE OBTAINED BY MAPPING EVENTS
/ACTIONS
AS TEM****AL EVENTS (TIME / DATE), SPEECH (LANGUAGE INDEPENDENT), NUMBER,
IDEAS, DO***ENT COMPOSITION etc.

That technologically its all about a failure as responsive duty to state
and
ethical use of force as obligation of individual, government and
non-government organizational and military accountability to the
Commonwealth undertaken in accordance within Section 8 of the Letters

to the Australian Constitution of 1901 and Treason as defined by Section

of the Crimes Act 6231/1958.

The anti-thetical situation is that there was by the Papal Holy See of the
Vatican City State, multiple representations and protests to governing
authorities in Germany, as the clear and energetic language, of a duty to
respect and fulfill the obligations of the NATURAL LAW itself that were
confirmed by the Concordat between the Holy See & the German Reich of 20
July 1933.

Following such Concordat, there was in 30 June 1934, a Party Purge as the
'Nacht der Langen Messer (Night of the Long Knives)' and Bishop of
Rottenburg-Stuttgart, Dr. Johannes Baptista Sproll's antagonism as outrage
which can best be described as a tussle over authority: "Eucharist v's the
German State & The Celestial Hierarchy" relating to a plebiscite of 10

1938, which necessitated vacating his residence, returning only on 15 July

Thus it would require the establishment of a specialist programming team
to
construct a prototype in HTML and Javascript and Apple's DashBoard
widgets.
That in accepting the project in principle, a payrise for member¡¯s of the
Victoria Police can be agreed to in lieu and a discussions undertaken
towards its implementation.

This then, be capable of recording experiences, events etc, will then be
capable of individual deployment--resulting in productivity gains as
virtual
based, best practice policing rather than a revenue gathering as tax
collecting.
