Basically the most senior accountant, who's gotta sign off on the
state's books. Controller's just the modern version of "Comptroller,"
which people hate saying for obvious reasons. So obvious, I'll let you
come up with them.
Also, a controller usually has some certifications above and beyond a
CPA.
