Always struck me as a bit odd. The other Goddess worshipers I know of
are so non violent.
The Children of Kali by Kevin Rusby explains it. The thugee were so
notorious because rather than simply mugging, they would befriend
fellow travelers, then drug them in tea at dinner, and then strangle
them.
As people got hip, they got wary, and started traveling only in large
groups. But then, a group of Thuggee disguised themselves as religious
pilgrams, and had a smashing success for quite a while. By the time
the Brits came on the scene, the Thugee were pretending to be
followers of Kali on pilgramage.
The Christian Brits of course, were happy to find a "pagan religion"
so despicable. And the captured Thuggee, who claimed to be delusional
worshippers, were not hung as often.
