'Barbarian' does not describe a culture in itself.  It was a term used 
by some societies to describe those who did not belong or who did not 
conform to their own standards.  The Romans, for example, used the word 
'barbarian' to mean anyone who was not Roman.  The Latin 'barbaricus' 
simply means foreign or strange - the idea that it means, well, barbaric 
is a later connotation.

So barbarians cannot be said to have had any single form of government, 
but various.

And what IS a 'very advanced form of government', in any case?

Whatever this means, it seems to have little to do with reality.  "The

If you associate the Vedas, Buddha or the Hindus with Irish history then 
you are in no position to be lecturing anyone on any of these.
