The collective karma of the PRC in Tibet is to miss out on knowing
that the Tibetan people are the friends of China. Instead the PRC
tries to
bully them.

Tibetans are mostly Buddhist, and so want happiness and liberation for
all
beings, some Tibetans are Bon, Moslem, Athiest, etc, it's a huge
country...
i think most of them also want a good world...

The people who have suffered and are right now suffering because of
this earthquake
are everyday people, just like the Tibetans, the Burmese, the
Sudanese, etc...
There is no supernatural power deciding "Let's crush 5,000 children
under rubble
here and crush 10,000 children under rubble there..." etc because of
the policy
of the police state in Beijing to Tibet. There is a social pattern of
nations,
as they move through repression and representation, - that is the
collective karma
of a nation - and when there are horrible natural disasters there is a
different
collective karma - all the world's heart goes out to the victims of
the disaster,
all the political/religious/race etc stuff doesn't matter - they are
people the same as us,
they no more caused the problems in Tibet than you did, and so there
is no karma there
at all.

If the folks hit by this earthquake have a karma it's that everyone
rushes to help them.

There's no supernatural revenge here...That's not a Buddhist idea -
that concept does not
exist in the dharma.
