Opinions differ. I find the concept of individual karma, explanatory
and useful, often 'collective karma' unhelpful and fatalistic, or in
this particular example a bit too much like an 'old testament God'.
Buddhist notions of karma seem to be well mixed up nowadays with
differing concepts from Hindu, new age etc creating a confusing mish
mash of concepts.
In my opinion in China there will be individuals generating good
karma, neutral karma, and bad karma. The 'web' of all of this is far
too complex to call. Remember the Butterfly effect:
