It was a law suit.  The NSA attempted through a court of law to enforce
what 
it perceived to be its legal rights against others.   It initiated the 
action by filing papers in Court - the respondents had the op****tunity to 
and did file a defence.  The case came on for hearing before a Judge.  The

decision of the Judge based on legal precedents etc went against the 
complainants who, through you and others, now seem to be whinging.
