No. When people are no longer oppressed and burdened with too many rules, 
and when they are taught better living skills, they no longer need to
commit 
crimes because they are better fulfilled and abundant and more peaceful in

mind.

At the moment it probably wouldn't work just yet because people still 
currently have poor living and relating skills, because this world is
still 
oriented too much towards business and competition.
This world has a bit of a way to go yet but we're getting there. The new
age 
movement is helping a lot.

version of a legalistic and strict disciplinary human being.
